At present I am looking at the numbers for triplex in downtown Hull.

The building has been converted from a 4plex to a triplex (two
bachelors have become a 1 bedroom unit). This is against the Hull
bylaw which prevents reducing the number of units in the downtown
area. Having spoken with the bylaw office, I have been informed that
were they to inspect the units, they could request that the 4th
dwelling be restored at the owners expense.

My questions are:

What is the likely-hood of the bylaw office to actually inspect the
units? Has anyone in Hull had their dwellings inspected and if so for
what reasons?
